FEES

Fees may be paid by cash, check, or credit card. Service charge on checks returned by a bank is $25.

 

REFUND POLICY

100% refunds will only be given if requested before a class starts or if it’s cancelled by the Workforce Solutions department.
No refunds will be issued if a class has already started.

 

WIOA

Workforce services for eligible adults are available through one of the six core programs authorized by Workforce Innovation and Opportunity Act (WIOA). The Adult program serves individuals and helps employers meet their workforce needs. It enables workers to obtain good jobs by providing them with job search assistance and training opportunities.

WIOA establishes a priority requirement with respect to funds allocated to a local area for adult employment and training activities. American Job Center staff, when using WIOA Adult funds to provide individualized career services and training services, must give priority to recipients of public assistance, other low-income individuals, and individuals who are basic skills deficient. Under WIOA, priority must be implemented regardless of the amount of funds available to provide services in the local area. In addition, veterans receive priority of service in all DOL-funded employment programs.

The Dislocated Worker program is designed to help workers get back to work as quickly as possible and overcome barriers to employment. When individuals become dislocated workers as a result of job loss, mass layoffs, global trade dynamics, or transitions in economic sectors, the Dislocated Worker program provides services to assist them in re-entering the workforce. Services for dislocated workers are integrated and provided through a national network of American Job Centers (AJCs). The AJCs provide significant resources to states to implement workforce education, training, and employment programs and help displaced workers.

MJ FOSTER PROMISE PROGRAM

WHAT IS THE MJ FOSTER PROMISE PROGRAM?

Named after former Louisiana Governor Mike J. Foster, the MJ Foster Promise Program is an annual state fund that will provide financial support for students to earn credentials that align to high-demand jobs in these growing industry sectors. All MJ Foster Promise award payments are contingent upon funding availability.

New and continuing MJ Foster applicants must apply annually. Applications for the M.J. Foster Promise Program will open each year on June 1.

ELIGIBILITY REQUIREMENTS

You must:

1. Meet a family income that does not exceed 300% of the Federal Poverty Level or be unemployed or underemployed for six months prior to receiving grant.

  •    Household of 1 = $38,640
  •    Household of 2 = $52,260
  •    Household of 3 = $65,880
  •    Household of 4 = $79,500
  •    Household of 5 = $93,120

2. To view the most updated poverty thresholds and for households of six or more, visit the U.S. ASPE webpage for more information.

3. Have earned a high school diploma or equivalent or co-enroll in a qualified program of study and in a program to earn high school credential.

4. Have not previously earned an undergraduate degree at the associate level or above.

5. Be a Louisiana resident and U.S. Citizen.

6. Commit to reside in Louisiana one year after completion and to perform 20 hours of community service, an internship, or a mentorship annually to maintain the award.

7. Incarcerated individuals and those who have been convicted of any crime of violence as defined in RS 14:2 are prohibited from receiving M.J. Foster Promise funds.

What is the Award Amount for the M.J. Foster Promise Program?

The M.J. Foster Promise Program will serve as a “last dollar” award, which means all applicants will be required to complete the FAFSA to determine eligibility for other sources of federal aid or demonstrate eligibility for federal aid. The Promise funds would apply to any balances after federal, state, or institutional aid has been disbursed, so award amounts will differ student by student.

The Promise funds can be used over a period of three years to cover tuition and fees, but no additional funds will be rebated to students. Lifetime individual caps on the awards will match the maximum TOPS Tech benefit in current law ($6,400). The award amount is $3,200 per award year.  Student may receive maximum award amount of $6400 if enrolled in a high-cost program. If a student does not meet the continuation requirements, like the other programs, they can file for an exception.

IWTP

Bossier Parish Community College Workforce Solutions and Continuing Education Department offers grant writing and management services for Louisiana’s Incumbent Worker Training Program.

The Incumbent Worker Training Program (IWTP) provides qualifying employers with grant funding to train their workforce. It is a partnership between the Louisiana Workforce Commission, business and industry, and training providers. IWTP benefits business and industry by assisting in the skill development of existing employees and thereby increasing employee productivity and growth of the company.

To date our program has managed $23.6 million in funding. This funding comes from the interest earned on overpayment of federal unemployment insurance and is returned to the employers who pay into the system.

Improvements through training result in:

The creation of new jobs,
The retention of jobs that otherwise may have been eliminated, and
An increase in wages for trained employees.
Who is eligible for IWTP Funds?

Any business who has operated in Louisiana AND contributed to the state’s Unemployment Insurance System for at least 3 years
Employers with at least 15 employees to be trained OR could join with other employees in a consortium for similar training
Employers who exhibit a long-range commitment to employee training
